Recently a friend wanted me to help them start their comic book series on Webtoon but they don't have a clear goal for the protagonist. I can't help them figure out what type of characters can be around the protagonist if they don't know what the protagonist goal or purpose in the story is. We got the antagonist goal but they can't decide if the protagonist is being dragged along the story or what.

5*Ackbar voice* It's a trap! Hoping the help is just verbal advice. Writers who can't write are a huge time sink for artists. Maybe have them read tv tropes for shounen manga and pick out archetypes they like. They need to do some homework

Passive protagonists are almost always weeknesses in the story. That being said, it's okay for them to have simple motivations to start. Like Saitama in One Punch Man, his overall goal is to find a challange. He doesn't really see a path to that so at the beginning so he is mostly focused on things like earning enough money to get by and being frugal with it. So it's okay if he doesn't know what the main motivation of the character will be over the entire story. That can become clear over time. But it's important to decide what he wants as the story brings, even if that evolves over time.
